How to prevent submission if there's no new attachment for the rec period

Client requires the preparer to attach supporting documents to all accounts at the face of the recon.  It is one of the attestations in the Preparer's Certification.  In addition, I have created a rule in the format to prevent submission if attachment recon count is less than 1.  However, if attachment from prior period is carried forward, the attachment appears on the face of the recon and therefore the rule is no longer valid.

Is there a way to identify new attachment versus carry forward?  Any suggestion if this is feasible?  Thanks.
