Is it mandatory to have a planning functional area catalog?

Hi all

In our scenario the customer is using a multi-level catalog to classify items in Planning.

Based on documentation, the Planning functional area catalog cannot have a hierarchical structure. Therefore, we will not be able to select our customer's multi-level catalog as Planning functional area catalog.

Is it mandatory to have a Planning functional area catalog? If not, what is the impact of not having one?
