I am using burdening successfully for labour cost transactions, however I am unable to burden employees during planning & budgeting.

I am using burdening successfully for labour cost transactions, however I am unable to burden employees during planning & budgeting.  For actual costs, the employees have a job rate, and are burdened based on an expenditure type entered/populated in OTL or Misc Transactions that matches their job.  For plan or budget entry of Labour, we are planning by employee (not expenditure type).  So will I be able to burden the employee plan & budget amounts since there is not an expenditure type?
