Reverse a Committed Cost in Project from a Requisition that was never completed

I understand from this post https://cloudcustomerconnect.oracle.com/posts/11d529edc6  that 1. Once a requisition is raised it is reflected under Committed Cost.

However we had a Requisition raised that was never submitted for approval and stayed in Incomplete status (did not become a PO and actually sent to a supplier).  But it did come over to Projects when we imported costs. 

We have deleted the requisition in the Procurement module. 

How do we get the committed cost out of the Project as it's skewing the project cost?
