is there a way to send supplier a questionnaire whenever we are promoting them from prospective to spend authorized?

we have configured qualification rule set with create qualification checkbox enabled.

We have also given supplier contact in supplier profile and marked it as administrative contact

when supplier promotion approval is completed, the qualification was created but 

1. supplier contact didnt get any notification to fill questionnaire

2. qualification is in "ready for evaluation" stage without any responses

 

Also we would like to send questionnaire to supplier before spend approval and not after it is approved. is there a way to achieve this?
