Learning Assignment Withdraw Approval

Hi,
We have the requirement as below for the 'Learning Assignment withdraw approval'
Approval rule should trigger when learner try to withdraw from the learning item and Initiator of the assignment must be the approver.
- Assignments can be created by the learning specialists, line managers, or by the users who are wearing the custom role hats.
Ex: If learn admin created the assignment, when learner withdraw, then approval must go to the learn admin.
If line manager created the assignment, when learner withdraw, then approval must go to the line manager.
basically, who ever created the assignment, that person must be the approver when learner try to withdraw. approval notification must be sent to Initiator of the assignment.
