Error: Substitution Variable doesn't exist

Good Morning - 

I'm trying to create a variable to replace repeated calc script code, but I am getting the following error:  

"A validation error was received from the Planning server. 'Error:Substitution variable [varMeritAdjustment] doesn't exist."

I created the variable in Variable Designer at the plan level, and selected type String and entered the following surrounded by double quotes. Then I called the new variable in my script only to receive an error. 

Variable Default Value:  

"@round("Overtime 150" -> "Existing Employee" -> "No Business Unit" * (1 + "Merit Rate %" -> "No Department" -> "No Employee" -> "No Business Unit"),2);
