Publish Subscribe Architecture in OIC

Hi,
We have below requirements for few of the Integrations in OIC (similar to on premise SOA).

Since Oracle no longer offers "Oracle Message messaging service" and OIC publish subscribe pattern does not support any of below, is there any other offering which can handle these requirements. I have no experience of using stream service. Please let me know if anyone has used it and can it support below?

To be able to transform (use map activity) data before publishing to messaging service.
Subscriber should be able to throttle the messages.
Subscriber should be able to subscribe only selected messages based on data or header values.
