Opening Balance Carry Forward Overrides on different scenario

Summary:

In my application, Forecast and Budget scenarios are "connected" by the opening balance carry forward ovverride rule. So, the opening balance on Budget-Jan-FYt+1 is the closing of Forecast-Dec-FYt. I have a know issue when users work on the two scenario at the same time.

This "link" generates annoying situation when users are working, at the same time, on the two scenarios during the forecast/budget cycle.

Let's consider that, a corporate user launches the consolidation on Forecast scenario first and is going to consolidate the Budget scenario. A few seconds before launching the consolidation on Budget, a base entity user inputs data on Forecast, so the entity becomes impacted. The corporate user will receive an error on budget consolidation and will have to reconsolidate the forecast.
