Re-launching a same flow page with different parameter

Summary: We are trying to build an answers solution where an answer id is passed as a parameter and it pulls the corresponding answer based on id via REST. However, if we are on that answer details page & we created hyperlinks where we use the navigate function to the same flow page with different parameters, it fails to navigate even though the action chain is executing correctly.

For eg. If I am seeing answer 50 & click on hyperlink on shell which passes answer id - 30, then the URL changes but the content don't update till I go a hard refresh.
