What are the security settings of 514 and 516?

Summary:

We've setup a pipeline in VBS and are using a job to migrate data models and bip reports from one region to another and running into a permissions error on our app id -

[2021-11-11 18:27:44] >> java.lang.SecurityException: Security violation: /Custom/Financials/Payables/Payables/VGI002_GL_EXCH_RT_ERP_TO_EPBCS_REPORT.xdo, user: id, expect: 514, permission: 4088

These seem to be related to the folder permissions and what a user id can do? I thought giving the BI Publisher and BI Admin roles full control would resolve this issue. Does anyone know what settings should be applied to grant our id the ability to copy a data model and report from one environment (catalog) to another?
