Why are Supplies and Demands moved to end of week in weekly buckets

We are using unconstrained based planning. In weekly buckets planning moves the supplies and demands to end of the week dates. This makes the supplies late especially work orders. What is the reason that supplies and demands are moved to end of week and not beginning of the week because atleast that way there would be no delays. When we load forecasts in weekly or monthly buckets they are always the start of the week or month so why is this concept not used when supply planning plans supplies and demands in weekly or monthly buckets?
