Translations stopped working for certain parents. Have anyone seen this issue?

Summary:

Project is in historical data loads and moving from one year to the next, translations stopped working for certain parents. Past periods work, nothing is translated in the new year.

Content (required):

FX rates are in and translations are working in about 50% of the entities. This is not tied to currencies as for example most EUR entities are translating but one isn't. By not translating, the amount is just aggregating with a rate of 1. Created an SR and Oracle support is not able to re-create the issue in their environment.
