Suggested framework for OIC4SAAS integrations

We have a OIC4SAAS environment where we will be building integrations of Oracle SAAS with different third party platforms. We do not want to use any PAAS credits and want to come up with a suitable framework with resubmission, error handling etc. We understand "Parking Lot Pattern" is the recommended approach but we do not want to have a recurring cost. Also OIC4SAAS comes with a limitation of having to use a logical SAAS endpoint in every process.

Has anybody faced this issue before ? Any suggestions would be greatly appreciated.
