with Execution not scoped in what is the purpose of Project Management work area for Project Manager

Summary:

When the execution management offering is disabled, the Project Manager can see 'Project Management' work area and can navigate to 'Manage Project plan page'.

Content (required):

The List of Projects & Option to run update project performance data are available in 'Project Performance dashboard' itself.

What is the main purpose of having 'Project Management' work area, even with the execution management scoped out? The PM can create milestone task, Gates etc . are we allowing this only for reporting purposes?
