Employee unable to find Project while submit expense report

I have created a Project (say "DHS1") in PPM Cloud, and associated it US Progress Business Unit. I then added an employee "Anne Hamilton" as a resource to this project.

When this employee is submitting the expense report, the project DHS1 is not coming up in the expense report item details form.

Investigation done

On investigation I found that the employee Anne Hamilton has a primary Business Unit set as "US1 Business Unit" at the user level. So all projects from US1 Business Unit are shown in the expense report submission page but not from US Progress Business Unit.
