How to setup automatic provisioning of users and groups between two oracle IDCS instances

Content (required):

We have 2 IDCS instances. One is used for Oracle services SSO (including SaaS, PaaS and IaaS). Another IDCS have come to us together with cloud ERP SaaS application.

We have recently started migrating our EPM cloud instances from classic infrastructure to OCI GEN2. New EPM instances were linked to IDCS that came with SaaS.

Now, having fully featured IDCS for EPM i would like to configure automatic provisioning of groups and users in IDCS that came with SaaS, to simplify user and role management for EPM.
