Reporting changes to user status in Financials?

How can changes to user status (eg new accounts, locking/unlocking, activation/inactivation) be reported?

As part of our monthly compliance we look at all changes to user records (in all systems) and check this back to the change management system. All our systems allow this, however we can't seem to find the functionality in Financial Cloud (I don't think we are not using Oracle Identity Manager). Does anyone know how to enable this functionality and then access it for reporting? We are aware of reports that show this at a point in time, however we need to be able to see what has changed and when
