Is it possible to setup the ownership % for holding company as less than 100%?

Dear experts,

The system does not allow me to setup the ownership % for a holding company as a number other than 100%, e.g, 98%.

We are disabling all the out of box rules except the EPU rules, which means we are going to leverage the ownership % only to do equity pickup , instead of anything else. So my question is that whether it is possible to setup 98% as ownership % for a holding company?

Anyone can shed light on me? Thanks a lot
