Option to define policy for OIC based on instance rather than compartment

It would be useful to be able to define OCI policies for OIC conditional on the instance OCID.

We want to assign manage authority to users for specific instances. The only way to achieve this appears to be to have the integration instances in different compartments so that the separate policies can be set up to manage the compartment. While this achieves the functionality it means that compartments have to be used unnecessarily to isolate the OIC instances. E.g. If the compartment design is to have a non-production and a production compartment with dev and test instances in the non-production compartment. To set up different policies for the dev and test instances the hierarchy
