Locked Entities | Expected Consolidation Behaviour

We have 5 entities hierarchies, 1 primary and 4 alternatives. The 4 altertnative hierarchies are all sharing level zero entities where required. Our application is Jan to Dec. These hierarchies are all locked for e.g. Dec FY19 to Dec FY21.

We are in the process of adding another alternative entity hierarchy (to be valid from Dec FY21), i.e. alternative entity hierarchy number 5

We are unable to consolidate the new alternative hierarchy because shared base entity members are locked / not started (errors in the log file). They are definitely started but locked in the primiary and other alternative hierarchies. 

It seems we can only consolidate this additional entity hierarchy once all the prior periods of the other 5 entity hierarchies are unlocked.
