vbEnter not getting executed on page load or hard refresh in VBCS application

vbEnter not getting executed on page load or hard refresh but it is getting executed when you visit the home page through the navigation links in the menubar of the vbcs application. Meaning when u navigate to the home page after visiting some other page, then only the vbenter gets executed. Is there a way to execute an action chain on page load or hard refresh?
