FBDI upload of forecast in targeted mode is deleting forecast for other orgs

When we do a FBDI upload of forecast in targeted mode say for org1 , then the process is deleting the existing forecast in orgs other than the one in the upload file .This problem started only in 21D since in the earlier releases only forecast for the org that the data was being uploaded for was deleted but not for other orgs.
