What role is needed to access Item Catalog under My Client Groups -> Profiles?

Summary: Our Learning Manager previously had the Application Implementation Consultant role given during our Oracle implementation. We have removed this role from her profile after learning more about it, but by doing so, it removed her access to Item Catalog under My Client Groups -> Profiles.

She now only has access to Talent Profile, Model Profiles, and Search Model Profiles. She also has the Learning Specialist - View All role assigned. We added the Human Capital Management Application Administrator role to her profile, and this does give her access to Item Catalog. But from my understanding, this role is just a small step down from the Application Implementation Consultant role. Is there a different role that will give access to Item Catalog? Or is this something where a custom role would need to be created to give that access outside of the two roles mentioned above?
