Is there a way to automatically trigger change order when updates are made to any item?

Summary:

We have a requirement where we need to only implement changes to item once they are approved.

Manually I am able to create a change order - add item -update item attributes - submit for approval.

However I can still go directly to item and make changes and save. Is there a way automatically Change Order can be generated and changes come into effect only after its been approved?
