How to link more than one LE to a Project

The requirement is to link a Project to more than one LE having the same ledger.

For example, a Marketing campaign in the EU will conduct certain programs in different EU countries. Business wants to create only one Project for this Marketing activity, having WBS and a budget for all LE in the same Project. Management and budgeting are centralized in this Project, so they don't want to create separate Projects for each Legal Entity.

Could you please suggest some solution/workaround for this requirement in the Oracle Fusion framework?
