Item Association via FBDI

Summary:

The items are already existing in the Master org and now I want to associate a lot of items to a newly created org using FBDI.

In the Item interface sheet of the FBDI - Do I do an UPDATE operation with Master org and add the org as a create in the association sheet?

OR

In the interface sheet can I add a create operation and enter the new org?

I actually tried both -- I see the data is successfully loaded in the interface table but still unable to create the association even though all processes are resulting in success.
