Configuration of Tables - Graphs - Measure filter greyed out, why?

Summary:

During configuration of tables in a new instance, I see the measure filter option is greyed out after selecting Hierarchy/Measure to add to table/graph. In another test instance it is available in both supply plan and demand plan worksheets which are deployed.

This current prod instance has demand planning worksheets showing it only, supply plans greyed out. Existing worksheets which have been deployed in supply planning, also greyed out.

I've read the documentation on the rules, notes about how it's enabled, but seem it's not working still

Grabbing level members or advanced filter on measure doesn't seem to make it work either.
