I thought that when loading data via data management the defualt behavior was that zero balance lines were NOT loaded to FCC

Content (required):

I am reviewing a data load file (that had kickouts upon export from data management). I'm finding that all kickout lines referenced departments that do not exist in FCC. However, I also noticed that EVERY line had a zero balance. I thought that unless I put NZP in the import format that the zero balance lines would not be exported to FCC. Has this changed? My source file has almost 16,0000 lines and over 7,000 are zero balance intersections. I don't really want to fill my database full of zeros.
