Taxpayer ID Sharing Across Suppliers

System allows two prospective suppliers to use same Taxpayer Id. If the supplier type is Spend Authorize, is shows an error.

When we create two Spend Authorize supplier sharing same Taxpayer Id, system shows and error since the opt in "Allow Taxpayer ID Sharing Across Suppliers" is disabled.

But, when two prospective suppliers sharing same Taxpayer Id are being promoted to Spend Authorize, one after another, system allows the promotion and system allows sharing same Taxpayer Id.

Expectation: Since the opt in disabled, even if the supplier is promoted from Prospective to Spend Authorize, Taxpayer Id sharing should not be allowed.
