Can the ExpectedResponseDt xml tag in TenderOffer payload be changed to another TZ from UTC?

Is there a way to change this value to another Timezone from UTC?

As you know, the tenderOffer payload drives the Tender email content. Our carriers do not understand the UTC timezone and I do not blame them! When they see this, they think they have more time available to respond UTC being 5 hours ahead of us. Changing the user preferences or the integration preferences do not seem to have any bearing on this value. Changing the TZ on the primary contact of the service provider also does not help.
