Are we able to Lock access to a Learning Program Plan

Summary:
We have the below scenario where we manage our Plan Cycle
Program Plan is created by the Super Plan Administrator for 2022
This Plan is then managed by Local Plan administrators from 1st June 2022 to 1st September 2022
After this date the Super Plan Administrator will work on the plan and the Local Plan Administrators should not be amending the plan at this time
Ideally we want to then freeze this plan profile for this time
After 1st December the Plan is now validated by the Super Plan Administrator
There on we want the Local Plan Administrators to then be able to access the plan to manage off-cycle planning
