Filter on Reconciliation Period - how does it work?

I need to create a format rule such that it gets executed only for certain periods. So, i created a filter with a condition on the Reconciliation Period. Example: Reconciliation Period does not equal say Dec-21, Jan-22 and Feb-22. But it does not consider the filter on the period while executing the rules.

So i created a simple test filter and tried using it on the Reconciliations card, it does not work either.

What is the best way to create a filter on the Reconciliation Period? How does it work?
