Contract Approvals Not Picking Up Correct Approval Rule When Defined Based on Amount.

The issue can be reproduced at will with the following steps:

1) I configured two approval rules based on amount,first for agreement PO (agreed amount) and second for Standard PO (Estimated amount) also I have setup two stages of approval rules but when I submit the contract for approval, it is only picking up the first stage of approval and not going to the 2nd stage at all.

2) Contract is created and submitted to approval.

3) Only one rule works well.

Kindly need assistance to complete the rule configuration,are there any additional conditions should be defined?
