User defined reservation not respected by supply planning

Summary:

We have defined some user defined reservation on onhand and PO in inventory (manage reservations and picks) but when we ran the supply plan , the plan is not excluding the user defined reserved qty from netting against demand and is using the entire inventory onhand and PO qty for netting against demand. Is this expected behavior?
