Summary: Control Budget getting created with period status as 'Available for Budgeting' for 0 USD amount


Content (required): We created a Budgetary Control enabled project and added a budget of amount 0 USD. On baselining this budget, the corresponding control budget got created with period status as 'Available for Budgeting'.

When we tried to import a cost for this project, it failed with the error message - 'The transaction failed budgetary control validation with one or more errors.' The Funds Check message on the failed transaction was - 'Budget period not open for control budget'.

We manually updated the period status to Open and the transaction went through.
