Allow item modification only through change order

Is there a way to allow some users to only edit item through change orders?

Hi,

I would like some users to have a view-only view of items while browsing. But, I would also want them to be able to submit change orders that will be reviewed by a product data steward.

However, I have not found any privilege combination that would allow me to do that. Has anyone gotten any success in doing so?

It would also be acceptable if the user could edit the item, but not save it unless it's in a change order. The goal is to allow item modification, but only if it is approved with an item change order.
