Transfer Orders Rescheduling via the Backlog Management

I have two questions related to the Supply Planning and Backlog Management:

1) Transfer Order rescheduling : we have a particular scenario where the procurement is done centrally and different entities buy from the central entity. This buying process is via the Internal Requisition/Transfer Order flow ( like in the old days of EBS IR/ISO) . The challenge we have is that we cannot prioritize the Transfer Order via the Backlog Management. 

2) Additionally , how can we consider the Transfer Orders as the demand such that the Supply Plan generates the planned orders?

 Do you have some recommendations?
