Cost Allocation using Budgets

Hi, we wanted to capture overhead costs in a single Overhead Project, then use allocations to prorate these actual costs to capital projects. We wanted to prorate the costs for the single source (overhead) project using a proration basis of the budget amounts of the target projects.

Will the cost allocation allow me to prorate actuals from a single project to several target projects using their respective budgets as a basis? I'm getting draft errors when I try to run my allocation, even though I have run Update Project Performance and have budgets for the target projects.
