Dynamic linking disabled under From Table or Graph but enabled under To Table, Graph, or Page Layout

We are trying to enable dynamic linking between two tables example Supplies and Demands and a custom test table .

We have noticed that when enabling linking between the two we can enable dynamic linking from the custom test table to Supplies and Demand but when trying to enable dynamic linking from Supplies and Demands to the custom Test table it is always disabled.

Any idea what could be the cause of the dynamic linking being disabled in the above scenario? Please see uploaded document Issue.docx showing this.
