Auto reject or Auto approval is always called in the project workflow

We need to make project directory mandatory for projects

We need to make project directory mandatory for projects. (Enable required Quick Entry while creation is not suitable since the values is not known that time)

I am trying to use Status approval to identify if Project director role not exists then Reject the approval. it is working if the Project director not defined and get rejected. At the same time even the project director is defined then also system put one line Rejected by system and then the notification goes to PD for approval?
