Is there any configuration we can do which will send welcome email notification to only the new Pending Workers/Employees once the user account is auto-created?

Customization suggestions are also welcomed. Any use of User Category we can do while sending the notifications? I found the REST API to create user accounts where I was thinking to provide a User Category where the email notification will be enabled for Pending Workers (Doc ID 2346455.1) and update the user category back to EMPLOYEE to NOT send any notifications (because of SSO enabled only for Employees) but is there any REST API to link the user accounts with the Employee?
