How to interpret MOP_00EQ as a Base Rule in Rules of Origins?

In the Rule of Origin for US-USMCA, there is a base rule MINOPS with expression MOP_00EQ. I understand it is literally Minimum Operation = 0, but am not exactly sure what it means as a base rule.

Does it mean

1) non-originating material will qualify if there is no minimum operation, or

2) there is no threshold defined for min ops, or

3) as long as min ops requirement is met, always qualify -- my test result shows it might be this answer but what does that exactly mean in practice?
