In Rules of Origins ***_US-USMCA, we can find 3 base rules, i.e. DEMIN, MINOPS and SETS. SETS has the expression of SOG_10LE. My understanding is if the whole set of goods have non-originating material which are less than 10%, even if the set of goods don't pass product specific rules, they will still qualify. Is that correct understanding?

In addition, how to use this rule in practice? How to tell an item or a few items are a set of goods? Can we have an example utilizing that rule?
