How To Connect SQL Developer to a SaaS/Fusion Database (Doc ID 2556632.1)
Connecting to a database with SQL Developer requires the ability to use a SQL*Net connection. Since SaaS / Fusion does not allow this type of connection, it is not possible to connect with SQL Developer to a SaaS / Fusion database.
Instead, the recommendation is to use BI Publisher against the Fusion Applications Database:

If the SaaS / Fusion service has a corresponding Oracle Database Cloud Schema Service, it is possible to make connect to SQL Developer through this service using the Cloud connection. Please see this blog post by the SQL Developer Product Manager:

I am aware of SaaS / Fusion does not allow SQL *Net connection due to which we are unable to connect database with SQL Developer. My question is why Oracle is not allowing?

I'd like to know the answer to Rajesh's follow-up question, and whether Oracle has any plans to correct this missing functionality.
I understand oracle provides BI Publisher and Fusion Data Intelligence to SaaS customers, however, basic ODBC functionality is an industry standard and opens up a lot of possibilities. While Oracle may offer a robust ecosystem, these solutions are not always going to be the ideal solution for every use case, which is why it provides value to the customer to provide options
