Item Rule to Work with Null Values

Summary: We have a Item Product Rules which calculates based on following

Return Value =(( Item Cartons Per Layer) * ( Item Layers Per Pallet) + (Item Top Layer))/ (Item CTN Weight)

Rule works fine if we have values for Item Top Layer but in some cases this is blank then rule is not firing. I can default value of 0 from EFF definition but was wondering if we can use a condition for rule to triggered if value is null
