User Statuses and Transitions

Summary:

Can Contract User Statuses and User Transitions be set up so that it is manually advanced? Our client has 15 defined steps for a Contract. We have been hoping to use Contract User Statuses and User Transitions as the method where the Contract Admin could update the status based on external events (which won't be captured inside the contract). The documentation seems to point to an event based transition which would be manual.

I remember being able to set up Project statuses so that they could be manually updated...
