Urgent Pegging Question - On-Hand Pegged to Future Demand Not Recent Demand

Summary:

On Hand qty for an item is being pegged to a future demand in June 2023. However, there is a much more recent demand (Jan 2023) for which a planned order is being suggested.

On Hand qty for an item is being pegged to a future demand in June 2023. However, there is a much more recent demand (Jan 2023) for which a planned order is being suggested. These are buy items. They are not component items - we are not using item structures. We are not using safety stock or fixed lot multipliers. Why is on hand not being pegged to earlier demand?
