Use different calendar for budgeting

Our requirement is to use a monthly Project accounting calendar which is the same as the GL calendar for Project costing transactions.

But while defining budgets for the Project and task, the requirement is to key in those budget values for a year not for a month. Looking for suggestion on how to address this requirement.
