Problem on "Sign-on Policy Denies Access"

I'm having trouble logging in. It says "Sign-on Policy Denies Access"
After entering the username and password correctly, I expect to see the Cloud homepage
BUT
I can not log in to the OCI
No users including admin users can log in to IDCS.
so I cannot modify the sign-on policies.
And I chat with the live chat agent
they said that they cannot handle it ( need backend )
I hope the cloud support team can help me to fix the error
